The 0.2.x is the STABLE branch, and the 0.3.x is the EXPERIMENTAL branch for the rewriting of the plugin.

Please use only the STABLE branch is you only want to use netsoul-purple

Netsoul-purple now use Git !
git clone git://projects.irq6.net/netsoul-purple.git

Now, you can compile netsoul-purple on amd64 target !
